Skills :

• University level education in computer science, information systems, mathematics or statistics. Adequate training and professional experience in information technology and information systems, excellent technical knowledge of information technology infrastructure and statistical data retrieval system,
• Excellent planning, organization and problem solving skills, lead a team and maintain effective working relationship, work under pressure, flexibility,
• Proven working experience under difficult logistical conditions and environment; Proven past election observation experience.

Tasks of IT manager : Ensure that all IT needs of the mission are in place such as a correct, safe and fast working IT infrastructure including a mission website, printing facilities, communication (landlines, fax machines, mobile and satellite phones…), to supervise and support the data entry clerks and to provide day to day trouble shooting service to the mission. Implement and administer the security of various systems and network components (internet access, data base for incident from LTOs…). Establish relationship with local IT partners, suppliers and providers. Preparation of the media charts for the results of the whole election process.

Geographic area : Africa, Latina America, and Asia

Type of contract : punctual missions from 2009 ( from 2 to 4 months)
