 April 30, 2010 Analysis GEOS Mexico : Attack on humanitarian convoy in Mexico Two people, including a Finnish national, were killed in an attack on a humanitarian convoy in the State of Oaxaca. Following the attack, two other members of the convoy were abducted but have since been released.
GEOS analysis : For several years, a conflict has raged between the Triqui Indian tribe and the State of Oaxaca in the San Juan Copala region of southern Mexico where the ambush took place. In 2007, a group of tribesmen established a political movement and declared the San Juan Copala area an autonomous region. This seperatist movement was immediately put down by a paramilitary group (UBISORT) with ties to the government of the State of Oaxaca. UBISORT had taken steps to cordon off the autonomous commune by setting up a checkpoint on the single road that leads to San Juan Copala. Electricity supply was cut and the transport of goods to the community prohibited. The humanitarian caravan had announced that it would pass through the checkpoint in order to bring supplies and messages of solidarity to the Triqui Indians. However, UBISORT responded by saying that they would not let the convoy through. The possibility of an ambush was thus known. It illustrates the growing instability in this remote region. This incident has no relation to the issue of drug trafficking and should not impact the activities of the separatist groups of Chiapas State (Zapatista movement).
